THE ALABAMA PHARMACY COLLABORATIVE PRACTICE ACT: How to get started

This program will provide an overview of the Alabama Pharmacy Collaborative Practice Act (CPA) and offer guidance to pharmacists on how to get started.

Target Audience

Pharmacists licensed in the state of Alabama who are interested in developing formal collaborative relationships with Alabama physicians. 

Learning Objectives

  1. Find Alabama Pharmacy Collaborative Practice Act (CPA) resources that are available for pharmacy / pharmacist’s reference and guidance.
  2. Discuss the legal and regulatory requirements outlined in the Alabama CPA Joint Rule.
  3. Apply these Alabama CPA regulations within individual pharmacy practices relevant to the learner.
  4. Identify and evaluate CPA opportunities within the learner’s practice setting.
  5. Collect and synthesize data to guide selection of CPA services.
  6. Identify marketing strategies for CPA services.
  7. Compare and contrast legal and regulatory issues associated with collaborative practice versus billing for clinical services.                                                                                              
  8. Develop a collaborative agreement with a prescriber(s).
  9. Submit a collaborative agreement / protocol using the standard protocol and formulary outlined in the Alabama CPA.
  10. Describe clinical documentation requirements associated with a successful CPA.

Dr. Nolen will provide a legal and regulatory overview of the Alabama Board of Pharmacy and the Alabama Board of Medical Examiners Joint Rule on Pharmacy Collaborative Practice.  She will address the most common questions that the Alabama Board of Pharmacy receives concerning collaborative practice and provide information on how to submit a collaborative protocol.

Dr. Smithgall will provide examples of collaborative practice agreements and discuss clinical decisions that must be discussed with the collaborating physician(s) when developing the collaborative agreement / protocol.  He will discuss protocol development and implementation; effective communication with collaborator(s); and clinical documentation.  He will provide examples of collaborative relationships.

Kimberly Braxton Lloyd, Pharm.D. is the Associate Dean of Clinical Affairs and Outreach and provides administrative oversight for CAO’s three branches:  Clinical Health Services (CHS), Experiential Programs, and Alumni and Professional Affairs. She also serves as the Pharmacy Officer for Auburn University and works closely with Auburn University Human Resources in this role. She is a Gilliland Professor of Pharmacy Practice.

Dr. Braxton Lloyd is a native of Cottondale, Florida. She studied at Huntingdon College in Montgomery, Alabama where she received a B.A. in Chemistry and then moved to Auburn and fell in love with The Plains. She received a B.S. in pharmacy in 1994 and a Pharm.D. in 1995 from the Harrison School of Pharmacy; completed a Pharmacy Practice Residency at the Medical Center in Columbus, Georgia in 1996; year one of a two-year research fellowship in pharmacoeconomics and outcomes research at the University of South Carolina in Columbia, South Carolina in 1997; and finished the last year of her fellowship training with GlaxoWellcome in Research Triangle Park, North Carolina in 1998. She then returned to Auburn and joined the faculty of HSOP.

As Associate Dean of Clinical Affairs and Outreach, Dr. Braxton Lloyd is the administrator in charge of all clinical, pharmacy, and drug information services that are provided directly to patients, providers, or other stakeholders through AU’s Harrison School of Pharmacy’s Clinical Health Services division.  She and her CHS team continuously strive to develop, implement, and validate innovative pharmacy practice and interprofessional practice models that can be easily adapted within ambulatory care and community settings. CHS and Experiential Programs work closely to integrate CHS’s direct patient care activities into the introductory and advanced pharmacy practice experiences (IPPE and APPE), interprofessional education (IPE), and co-curricular activities that are available to HSOP students throughout their professional training.

Also, Dr. Braxton Lloyd and her alumni and professional affairs team strive to maintain strong relationships with HSOP alumni through ongoing training, development, and support following graduation.

Dr. Braxton Lloyd is a nationally-recognized expert in pharmacy innovation. She has developed, implemented, assessed, validated, and expanded innovative practice models for large, self-insured employers in the academic and state government settings. She conducts applied pharmacoeconomics and outcomes research.

Anne Marie Nolen, Pharm.D., MPH, BCACP is a 2018 graduate of Samford University McWhorter School of Pharmacy. Upon graduation, Anne Marie pursued a PGY1 residency at Providence Health in Portland, Oregon. She stayed on with Providence to complete her PGY2 in ambulatory care, where she worked under 30+ collaborative practice agreements in the primary care setting. Anne Marie and her husband, Clay, moved back to Birmingham after residency where she now works as the Collaborative Practice Manager at the Alabama Board of Pharmacy.

Sean Smithgall, Pharm.D., BCACP joined the Harrison School of Pharmacy in August, 2016 as an assistant clinical professor in the Department of Pharmacy Practice on the school’s Mobile campus. Dr. Smithgall earned his Doctor of Pharmacy from East Tennessee State University College of Pharmacy in 2014. He went on to complete a PGY-1 residency in pharmacotherapy at Geisinger Medical Center in Danville, Pennsylvania. He followed that up with a PGY-2 residency in ambulatory care at the Bill Gatton College of Pharmacy at East Tennessee State University.

Dr. Smithgall is an active member in the Alabama Society of Health-System Pharmacists (ALSHP), the American College of Clinical Pharmacy (ACCP), and the American Association of Colleges of Pharmacy (AACP). Dr. Smithgall’s research interest include transitions of care, interprofessional education, and implementation of shared-decision-making models in primary care practice.

Spencer H. Durham, Pharm.D., BCPS, BCIDP is an Associate Clinical Professor in the Department of Pharmacy Practice and also serves as the Director of Alumni & Professional Affairs with the Harrison School of Pharmacy. Originally from Arab, Alabama, he completed his pre-pharmacy coursework at Auburn University and graduated with his Doctor of Pharmacy degree from the Harrison School of Pharmacy in 2007. He went on to complete an ASHP-accredited post-graduate residency at Children's Health System in Birmingham, Alabama in 2008. After completion of his residency, he joined the staff at Sacred Heart Hospital in Pensacola, Florida as a clinical pharmacist specialist, a role he maintained for five years.

In 2013, Dr. Durham joined the faculty of the Harrison School of Pharmacy, where he teaches in various courses throughout the curriculum.

Additionally, Dr. Durham serves as the Director of Alumni and Professional Affairs under the Associate Dean for Clinical Affairs and Outreach. As part of this position, he works proactively with HSOP alumni and other health care professionals from throughout the state and region to foster the development of innovative practice models and to expand and enhance opportunities for continuous professional development.

Dr. Durham also oversees the Office of Post Graduate Education (OPGE), which is responsible for the many continuing education programs offered each year by HSOP.

Dr. Durham has published more than 20 peer-reviewed articles in respected journals and several book chapters. He is an active speaker each year at national, state, and local conferences, where he educates healthcare professionals on topics related to infectious diseases and antimicrobial stewardship. Additionally, Dr. Durham is active in several state and national organizations including the Alabama Pharmacy Association (APA), the Alabama Society of Health-Systems Pharmacists (AlSHP), the American College of Clinical Pharmacy (ACCP), and the American Society of Consultant Pharmacists (ASCP).
