Strengthening Community-Based Prevention: Strategies for Addressing Substance Misuse in Alabama

This three-hour continuing education program equips Alabama’s mental health, healthcare, and community-based professionals with practical strategies to strengthen substance misuse prevention efforts. Through a combination of presentations and interactive breakout sessions, participants will explore current drug trends, medical cannabis considerations, and naloxone use alongside critical prevention competencies such as reducing stigma, understanding community norms, and applying accessible tools for data collection and evaluation.

Target Audience

This application-based course is intended for Pharmacists (ACPE), Physicians (ACCME), Physician Assistants (ACCME), Nurse Practitioners (ABN), Nurses (ABN), Dentists (BDEA), and Social Workers (ABSWE).

Learning Objectives

At the conclusion of this program, participants will be able to:

  1. Analyze current drug trends and emerging substance use risks in Alabama and apply this knowledge to inform community prevention strategies.
  2. Identify and implement strategies to reduce stigma and shift harmful perceptions that contribute to substance misuse within communities.
  3. Evaluate community norms and social behaviors that influence substance use and develop interventions that promote healthier alternatives.
  4. Use practical, low-cost approaches to collect, analyze, and report data for improving program evaluation, monitoring performance, and guiding quality improvement in prevention initiatives.

Dr. Haley M. Phillippe, PharmD, FASCP, BCPS, BCGP, is a Clinical Professor at the Harrison College of Pharmacy (HCOP) and Clinical Professor of Family Medicine at the University of Alabama at Birmingham Heersink School of Medicine, Huntsville Regional Medical Campus. She earned her Doctor of Pharmacy degree from HCOP in 2006 and subsequently completed an ASHP-accredited ambulatory care residency at Huntsville Hospital in 2007. Dr. Phillippe joined the HCOP faculty that same year. She became a Board Certified Pharmacotherapy Specialist in 2008 and a Board Certified Geriatric Pharmacist in 2017.

Dr. Phillippe maintains an active clinical practice within a large family medicine center, where she provides comprehensive pharmacotherapy and chronic disease management services. She is also deeply engaged in interprofessional education, training medical residents, medical students, pharmacy residents, and pharmacy students. In addition, she brings over a decade of experience in skilled nursing facility practice. Her clinical and research interests include geriatrics, diabetes, chronic disease management, substance use disorders, and drugs of abuse.

At HCOP, Dr. Phillippe teaches across several therapeutic areas, including geriatrics, chronic diseases, ADHD, and substances of abuse. She has developed and coordinated three elective courses focused on consultant pharmacy, drugs of abuse, and anticoagulation. She also serves as a preceptor for IPPE and APPE pharmacy students, PGY1 pharmacy residents, and PGY1–3 medical residents. Her excellence in teaching and mentorship has been recognized with the HCOP Preceptor of Excellence Award on three occasions.

Dr. Phillippe is a founding member of the Auburn University Harrison College of Pharmacy Center for Opioid Research, Education, and Outreach (COACH). Through COACH, she has led initiatives in K–12 drug education curriculum development, postgraduate education, community outreach, and research on substances of abuse. Her contributions have earned her the HCOP Faculty Research Excellence Award 15 times, the Auburn University Research Spotlight in 2019, and the HCOP Excellence in Outreach Award in 2018. She has served as principal investigator or co-investigator on externally funded projects totaling over $7.5 million.

Nationally, Dr. Phillippe is active in several professional organizations, including the American Society of Consultant Pharmacists (ASCP), American Society of Health-System Pharmacists (ASHP), American College of Clinical Pharmacy (ACCP), American Geriatrics Society (AGS), and the American Association of Colleges of Pharmacy (AACP). She has held numerous leadership roles within these organizations and was named a Fellow of ASCP in 2018. She also received the ACCP Member Volunteer Recognition Award in 2011, 2013, and 2014 for her contributions to the Education and Training PRN.

Dr. Phillippe has been an invited speaker at more than 30 national professional meetings, where she has presented her research and clinical expertise. She has also contributed extensively to the literature through numerous research posters, original research manuscripts, and scholarly review articles.

Practice Site

Dr. Phillippe maintains an active clinical practice with the UAB-Huntsville Division of Family Medicine, where she provides comprehensive pharmacotherapeutic management and chronic disease care. Her role also encompasses interprofessional education, with a focus on clinical instruction and mentorship of medical residents, medical students, pharmacy residents, and pharmacy students.
